Below are the frequently asked questions from the OMMA website as of 04/16/19.

What is a medical marijuana patient license?

A medical marijuana patient license allows an individual with an approved application to legally buy, use, and grow medical marijuana and medical marijuana products in Oklahoma. This license will be in the form of an identification card that can be used to prove an individual is a license holder. This card will contain the individual’s name, photo, date of birth, city and county of residence, the type of license, the date the license expires, and the patient’s unique medical marijuana license number.

How long does my patient license last?

A patient license is valid for two years from the date it is issued, unless the license is revoked by OMMA.

How do I apply?

Applications and payment will be collected through an online system. This system is available at omma.ok.gov. You will need a valid email address to login to this system. This email address will be used to send notices once you create an account.

What information do I need to provide in the application?

The following information is needed for a patient license:

§  Patient’s full name

§  Residence and mailing address

§  Date of birth

§  Telephone number and email address

§  Physician information

§  Patient signature dated within 30 days of the application date

What documentation do I need to provide in the application?

The following unexpired, valid documentation is required for the application:

§  Proof of Oklahoma residency (digital, color copy of one of the following):  

§  Oklahoma driver’s license (front and back)

§  Oklahoma identification card (front and back)

§  Oklahoma voter identification card

§  A utility bill for the calendar month preceding the date of application, excluding cellular telephone and internet bills

§  A residential property deed to property in the State of Oklahoma

§  A current rental agreement for residential property located in the State of Oklahoma

§  Proof of identity (digital, color copy of one of the following):  

§  Oklahoma driver’s license (front and back)

§  Oklahoma identification card (front and back)

§  U.S. passport or other photo identification issued by the U.S government

§  Tribal identification card approved for identification purposes by the Oklahoma Department of Public Safety:  

§  United States Bureau of Indian Affairs identification card or a Oklahoma tribal photo identification cards: Muscogee (Creek) Nation of Oklahoma, Kiowa, Comanche, Apache of Oklahoma, Absentee Shawnee, Cheyenne-Arapaho, Choctaw, Delaware, Caddo Nation of Oklahoma issued on or after January 8, 2008.

§  A clear, color, full-face digital photograph

§  Adult Patient Physician Recommendation Form dated within 30 days of application submission

§  **Please note: The “Certifying Board” field on this form must be filled out in its entirety or the application will be rejected. Please ensure the physician fills this out using the full, complete name of his or her certifying board (e.g., “American Board of Family Medicine” instead of “Family Medicine”).**

§  If applicable, the patient’s Medicaid (SoonerCare) or Medicare insurance card or enrollment documentation

How much does the application cost?

The standard application fee is $100. Individuals who provide acceptable proof of Medicaid (SoonerCare) or Medicare enrollment will pay a reduced fee of $20. Application fees must be paid by Visa, MasterCard, or Discover credit or debit card. An additional credit card processing fee will be added to the transaction. These application and processing fees are non-refundable. The payment will not be refunded for applications not approved.

What if I don’t have a credit card?

Many retail stores have pre-paid MasterCard or Visa cards available for purchase. Applicants who do not have access to a personal credit card may purchase one of these pre-paid cards and load the amount of the licensing and processing fees at the store. The card may then be used for the online transaction.

How do I get a doctor’s recommendation?

You will need to visit your doctor and have him or her complete and sign the Adult Patient Physician Recommendation Form. A digital copy of this form must be submitted with the application through the online system.

This form must be dated within 30 days of the date you apply. For instance, if your physician signs the recommendation form on September 30, the application must be submitted by October 30.

What happens after I apply?

Once the application has been submitted, it will be reviewed by the OMMA. If it is deemed complete and meets all requirements, an approval letter with your identification card will be mailed within 14 days of your application submission date.

If an application is incomplete due to unclear or missing information or documents, you will receive email correspondence stating the reason(s) it is incomplete. You will be able to log back in to your account to make corrections. Your submission date is the date a complete application is provided.

If an application is reviewed and denied because all requirements have not been met, a denial letter stating the reason(s) for denial will be mailed within 14 days of submission.

Who will check my license identification card?

A medical marijuana identification card and another form of identification should be presented any time you purchase medical marijuana at a dispensary or have marijuana taken to a processor to be concentrated. Law enforcement may also require your identification card to prove you are licensed to legally use and possess medical marijuana.

What if I need someone to help me buy or use medical marijuana?

Caregiver licenses are available for caregivers of certain patients who can provide documentation from a physician that they need a caregiver. This documentation is part of the Adult Patient Physician Recommendation Form and can be provided by you when you submit your application or at a later date by accessing your online account. A patient can only have one licensed caregiver at a time, and the caregiver must submit an application meeting all requirements to receive a caregiver license. This includes the requirement that the caregiver must provide an Adult Patient Caregiver Designation Form signed by you.

Can I change my caregiver?

Yes, you may submit the Patient Withdrawal of Caregiver Form to withdraw a current caregiver. To designate another caregiver, a separate caregiver application with another Adult Patient Caregiver Designation Form signed by the patient will be required.

We have been so excited to be a part of this growing industry in Oklahoma.  It has been a pleasure to serve the members of our community.  If you are unfamiliar with our clinic, I recommend visiting our website at bloomdoctors.com.  We have been asked many times to provide clinical services in a dispensary setting.  It has proved difficult and cumbersome for all parties.  We have instead created an avenue for dispensary staff to create a relationship with the patient in a neutral and relaxing environment.  We have teamed with the staff of the Oklahoma Wellness Collective to provide patient drives in house. 

What does this mean for the dispensary?  We reserve our entire facility for your patient drive.  We schedule a mutually beneficial time (at least three weeks prior to the date).  You book the appointments through our system!  We will set up a specific event just for your patients.  The day of the drive, you bring at least three staff that are capable of completing the OMMA application online with patients.  We provide the space and the doctor while you get the one on one time with the patient.  We suggest bringing brochures, business cards, and coupons to the event.  We have a 700 sq ft education room upstairs that you are welcome to offer refreshments or education to the patients during the drive.  Start off on the right foot with your patients.  The best part is we offer discount rates for these events.  $100 regular $75 veteran.  Leave your patients excited, happy, and knowing where they will make their first legal medical marijuana purchase.  If you are interested in learning more, please email us at bloomdoctors@outlook.com.

4 Steps to get a medical marijuana card in Oklahoma.

Obtaining a medical marijuana card in Oklahoma can be complicated and time consuming.  Luckily, there are businesses like us (BLOOM HC) working hard to expedite and streamline the process making it less burdensome for the patient.  Quicker access to medicine means faster relief.

Getting your medical marijuana recommendation is simple and legal

Oklahoma state law requires patients to obtain a license through the Oklahoma Medical Marijuana Authority (OMMA). Before obtaining a license, a patient must obtain a recommendation from a state of Oklahoma board certified doctor (MD or DO). We will explain each step of the process and help you maximize your cannabis evaluation and education through our evaluation process.

Step One: Schedule an appointment.  You can call (405) 310-8420 M-F during normal business hours to speak to a live person.  Or you can book directly at bloomdoctors.com/appointments and choose a time that is convenient for you.  Appointments are $150 or $75 for veterans. The OMMA fee of $104.30 ($22.50 is payable to the OMMA). Total out of pocket is $254.30. All applications are completed on site with the help of our staff.

Step Two: Register with the Oklahoma Medical Marijuana Authority (OMMA.ok.gov).  The OMMA was established to oversee the medical marijuana program for the State of Oklahoma. It is responsible for licensing, regulating, and administering the program as authorized by state law. Operating under the Oklahoma State Department of Health, the primary goal is to ensure safe and responsible practices for the people of Oklahoma.

Step Three: Go to your appointment.  Be prepared to discuss your current medications with the doctor.  You do not need to bring your entire medical history but anything pertinent to your current medical conditions and diagnoses.  You will need a valid (current not expired) Oklahoma issued ID, government issued ID, or passport.

Step Four: Complete your application with the OMMA.  If your application was not completed when you received your recommendation, complete your application at OMMA.ok.gov.  It generally takes 14 business days to get notice you are approved and approximately 10 days for the card to be printed and received in the mail. 

Once you have received your card in the mail, you can proceed to your nearest dispensary and begin your healing journey.

In the medical marijuana recommendation business you see it all. Literally everyone has anxiety and chronic sleep issues. The fact is, Americans are miserable and we don’t sleep well. We have headaches and hangovers from the literal cocktail of medicine and substances of which we bombard our bodies. What questions do we hear the most from our patients (before they see the doctor).

  1. What do I have to say to the doctor?

    You don’t have to say anything. It’s obvious why you are here and now is your time to get to ask a doctor about how to best use marijuana. That’s what makes this medicine folks. It’s not called trick the doctor into giving me a script. What are you using marijuana to fix. Is it replacing ambien? Xanax? A glass of wine? an oxy? When we really look at what we are and how we interact with cannabis, we see that it has been used as medicine, we just weren’t aware of how.

  2. What strain do I need to get?

    Strain, cultiver, chemovar, and strand are all commonly used terms to describe the various combinations of cannabinoids and terpenes within the cannabis plant. Each persons endocannabinoid system and body in general will react differently to cannabis and the components therein. The easiest way we can liken choosing cannabis is to picking fruit. Start with the eyes, look at it, does it look appealing. Then the nose. Does the plant have a pleasant odor? Pungent and earthy or light and fruity? Your nose will guide you to what will work best with your body. After you have tried a few different kinds of cannabis, you will begin to develop a pallet that allows you to hone in on what works best for your specific needs. A generally guideline that mostly holds true is look for sativas for during the day and indicas for sleep and relaxation. A good dispensary and great budtender will help guide you as you learn how to medicate.

  3. Where do I go to get my medicine?

    We have made a point to spend time in dispensaries learning what makes a great dispensary. The most important thing is comfort. You need to be comfortable going in and talking to the staff. Think of them as a combination pharmacist and buddy. A buddy that likely has a significantly higher tolerance than yourself. Always keep that in mind when talking to budtenders. Look for consistency and lab testing for pesticides, heavy metals, and contaminates in the products you purchase. It is the law for a reason. The patient needs to be protected and medicine should be clean and safe. And finally, great products. Find a place that is like your Cheers. Your people are out there. Go find them and have fun finding your “place”.
